In the conceptual framework of adaptation policy assessment to climate change, adaptation measures can be categorized as two groups:facilitation and implementation. Facilitation measures refers to activities that enhance adaptive capacity, while implementation refers to activities that actually avoid adverse climate impacts on a system by reducing its exposure or sensitivity to climatic hazards, or by moderating relevant non-climatic factors. This paper aims to establish a matrix of implementation measures of adaptation to climate change, through four different ways how adaptation can influencc the relevant elements of climate change. reducing the exposure, reducing the sensitivity, alleviating the adverse impacts and reducing the negative non-climatic factors, and then further discuss the particular implementation measures of adaptation to climate change, through application studies on the selected sub-systems, intend to organize the disordered implementation measures in existent, and put forward some new measures under the guidance of this matrix, which could enrich and promote the system and content of implementation measures of adaptation.  相似文献

目前应对气候变化的国际谈判处于典型的囚徒困境状态,为更有效地开展全球气候治理,作者依据能否保障全球减排目标实现、公平性、排放的静态配置效率和促进减排技术进步的动态效率等四条标准,比较了国际社会提出的三种气候治理政策工具,即行业技术标准、全球排放税和可交易排放许可。分析表明,行业技术标准类政策工具在四个评价标准方面均不如另外两类工具;而全球排放税的政策工具在排放的静态配置效率方面较行业技术标准类有优势,在其他评价方面的优势也不突出。在可交易排放许可政策工具之下,如果把历史排放纳入全球排放许可范畴并在国别间公平划分,且将所有国家都纳入到该治理工具的适用范围内,则该工具既能有效克服国别间的碳泄漏问题,体现国别间公平性原则,又能促进排放的静态配置效率达到最优,有效促进减排技术的进步,其综合优势最为突出。在可交易排放许可框架下,实行碳关税或其他边境调节措施有违世界贸易组织的原则。  相似文献

我国林业经济在国民经济发展中有着重要的地位,森林与气候之间也有着密切的关系。通过历史数据基于Copula函数模型验证林业经济发展与气温、降水量、湿度与日照数等气候因素之间的相关关系,林业生产总值与气温正相关,与湿度、日照数负相关。当我们认识到林业经济总产值与气温、降水量、湿度、日照数之间的相依关系和相依结构,就可以采取相应的措施。这将会对制定宏观经济发展规划与森林资源开发战略,具有一定的指导与实践意义。  相似文献

To better understand how businesses' motivation and support for green projects varies by their organizational objectives and characteristics, this study investigates a case of urban forestry carbon credits in a broader context of climate change mitigation efforts. Companies and organizations currently participating in the Chicago Climate Exchange (CCX) were surveyed regarding their perception of consumers' concerns with climate change, attitudes toward government regulations, factors important to their emission management decisions, and their interest in buying and paying premiums for carbon credits sourced from urban forestry. Statistical analysis of the responses reveals noticeable differences among various types of business organizations. The findings are useful for understanding how businesses respond to different kinds of green products and will help in the development of green product markets. Finally, the results will help in developing effective environmental policies that respond well to businesses' objectives and preferences. This paper explores a Post Keynesian, ‘new economics’ approach to climate policy, assessing the opportunities for investment in accelerated decarbonisation of the global economy to 2020 following the Great Recession of 2008–2009. The risks associated with business-as-usual growth in greenhouse gas (GHG) concentrations in the atmosphere suggest that avoiding dangerous climate change will require that the world’s energy-economy system is transformed through switching to low-carbon technologies and lifestyles. Governments have agreed a target to hold the increase in temperatures above pre-industrial levels to at most 2°C and have offered reductions by 2020 in GHG emissions or the carbon-intensity of GDP. The effects of policies proposed to achieve pathways to 2020 towards this target are assessed using E3MG, an Energy-Environment-Economy (E3) Model at the Global level. E3MG is an annual simulation econometric model, estimated for 20 world regions over 1972–2006 adopting a new economics approach. Additional low-GHG investment of some 0.7% of GDP, with carbon pricing and other policies, is sufficient to achieve a pathway consistent with a medium chance of achieving the long-term target. GDP is above reference levels because decarbonisation reduces world oil prices and increases investment. Employment is some 0.9% above reference levels by 2020 and public finances are almost unaffected.  相似文献

Grounded in the interactionist paradigm, this study shows that emotional exhaustion and perceived safety climate constitute important moderators of the relationship between proactive personality and work performance. More specifically, the study analyzes the relationship between proactive personality and its behavioural outcomes—organizational citizenship behaviour (OCB) and job performance—and investigates the interactive effects of emotional exhaustion and perceived safety climate. The study involves 485 Chinese airline employees including pilots, flight attendants, engineers, and service employees. Proactive personality positively predicted OCB and individual performance. Emotional exhaustion and perceived safety climate moderated the relationship between proactive personality and individual performance both independently and jointly. We use an iterative finite difference method to establish theoretical models that reflect the relationships among climate threshold, financial hoarding and economic growth. We build a simultaneous equations model to conduct an empirical analysis based on China’s statistical data from 1979 to 2012. Our study yields the following results: China’s climate threshold has shown a zigzag-shaped rising trend since 1979; the main reasons for the rapid expansion of financial hoarding were high savings rate, savings leakage, higher marginal efficiency of financial hoarding compared to capital efficiency or higher internal creativity of the financial sector; there were positive cumulative effects between financial hoarding and economic growth, which were significantly inhibited by climate threshold; the climate threshold had discrepant influences on different industries. To achieve a balanced economy, more money should be invested in the real sector to appropriately reduce the rate of savings leakage; the financial sector should move from scale expansion to service efficiency improvements to increase its marginal contribution to the economy and to enhance capital efficiency; the real sector should improve technological innovation and speed up the adaptive adjustment in climate-sensitive industries to move from economic growth to advanced development.  相似文献

In a general equilibrium model of the world economy, we develop a two-dimensional energy balance climate model featuring heat diffusion and anthropogenic forcing driven by global fossil fuel use across the sphere of the Earth. This introduces an endogenous location dependent temperature function, driving spatial characteristics, in terms of location dependent damages resulting from local temperature anomalies into the standard climate-economy framework. We solve the social planner's problem and characterize the competitive equilibrium for two polar cases differentiated by the degree of market integration. We define optimal taxes on fossil fuel use and how they may implement the planning solution. Our results suggest that if the implementation of international transfers across latitudes is not possible then optimal taxes are in general spatially non-homogeneous and may be lower at poorer latitudes. The degree of spatial differentiation of optimal taxes depends on heat transportation. By employing the properties of the spatial model, we show by numerical simulations how the impact of thermal transport across latitudes on welfare can be studied.  相似文献
